National CertificationSNOA Working on School Nurse Certification / Recertification There has been much confusion about School Nurse Certification. SN Certification is a method of assuring a standardized level of care for the students across our state. Since the Department of Education stopped issuing certificates in 1996, there had been much confusion about School Nurse Certification until the Board of Nursing became the certifying body for School Nurses in 1998. Many school districts continue to require their school nurses to hold a valid school nurse certificate if they are to remain on the teacher's salary schedule. School Nurse Certification became a "Rule" under the State Board of Nursing as of December 3, 1998. SNOA requested that the Board of Nursing notify school nurses and school administrators regarding school nurse certification requirements. Ms. Judy Bontrager, Associate Director for licensing and certification, at the Board of Nursing, stated that the BON is currently working on a computer program which will allow the BON to 'track' the courses that each nurse has taken for the certification process. Ms. Bontrager also stated that school nurses may contact the BON to request a school nurse certification application package. To apply: Request, in writing, an application packet from the BON along with a stamped ($1.50) self-addressed 9x12 envelope to: Arizona State Board of Nursing, 1651 E. Morten, Suite 210, Phoenix, AZ 85020-4613. SCHOOL NURSE CERTIFICATION COURSES Registered Nurses in Arizona are able to receive certification as school nurses under R4-19-308. Specific course work is required to renew the initial certification in the areas of school nurse practice, physical assessment of the school age child, and nursing care of the child with developmental disabilities. University of Phoenix has consistently offered these courses to school nurses. Other colleges and universities may offer the courses according to demand. Registered nurses who do not have a BSN need coursework in community health theory and management theory on the next renewal. These courses may be obtained at community colleges and universities throughout Arizona. There are additional continuing education requirements for school nurse certification as specified in the rules below: R4-19-308 School Nurse Certification Requirements C. Educational requirements 1. Upon application for the first renewal of certification, a professional nurse shall provide proof of completion of all of the following educational requirements: a. Three semester hours in School Nurse Practice course work, 2. Upon application for second renewal of certification, a professional nurse shall provide proof of one of the following: a. A bachelor of science degree in nursing, or 3. Before all subsequent applications for renewal of certification, a professional nurse shall provide proof of completion of one of the following educational requirements: a. Six semester hours of upper division or graduate credit in nursing or health related subjects from a regionally accredited institution, as defined in R4-19-101(23); or 4. Notwithstanding subsections (B)(3) and (C)(1), a professional nurse who is or has been certified as a school nurse by the Department of Education, is applying for initial certification, first renewal of certification, or subsequent renewal of certification by the Board as a school nurse, and: a. Has completed the educational requirements in (C)(1), shall provide proof of completion of the educational requirements in (C)(2); or SNOA also requested that computer and Spanish classes be considered as relevant subject content for the 90 continuing education/contact hour requirement. Joey Ridenour, Executive Director for the BON, relates that Computer Skills Courses, Spanish, Public Relations/Marketing, and School Budget does relate to "school nurse practice" and will be considered applicable.
